A human resources information system, or HRIS, is the system of record for your people: profiles, documents, time off, onboarding and reporting. These four are hosted products that start there.

1. BambooHR: best HRIS for small and midsize companies replacing spreadsheets

BambooHR is a hosted HR platform that keeps employee records, hiring, onboarding, time off and performance reviews in one system. Its site lists hiring and onboarding, HR data and reporting, payroll and time, benefits administration, performance management and compensation as product areas, with custom dashboards and an AI layer called Bamboo AI.

  • Best for: companies of small to mid size that want one place for people data and consistent onboarding.
  • Watch out for: closed source, hosted only and no free plan, so check which modules, such as payroll and benefits administration, each tier includes and where they are available.

2. Zoho People: best HRIS with a free edition for a small team

Zoho People is a hosted HR information system from Zoho for employee records, leave, attendance and performance. Zoho's pricing page lists a free edition for a small team that covers an employee database, time-off administration, vacation scheduling and document management.

Paid editions add more: Essential HR brings onboarding and offboarding workflows and reporting, Professional adds attendance, timesheets and shift rosters, Premium adds performance and compensation tools, and Enterprise adds an HR service desk and a learning module.   • Best for: small teams that want a free place to start and may add other Zoho apps.
  • Watch out for: the free edition is limited to a small team and basic functions, and paid editions have a minimum number of users.

3. Personio: best for European small and mid-sized companies

Personio is a hosted HR platform built for small and medium-sized companies in Europe, combining employee records, recruiting and absence management. The product also covers payroll preparation, which means it gathers the data that payroll providers need rather than running payroll end to end.

Pricing is sold through the vendor rather than published, so request a quote. Confirm supported countries, modules and integrations on Personio's website before you shortlist it, since Enlisted does not list country coverage.

  • Best for: European SMEs that want employee data, applicant tracking and absence tracking in one system.
  • Watch out for: no published prices, and payroll is prepared for a provider rather than run in the product.

4. Rippling: best when HR, payroll and IT share one employee record

Rippling is a workforce platform that manages HR, payroll, IT and device management from one employee record. When someone joins, changes role or leaves, the change flows through to payroll, benefits and the apps and devices they use, instead of being updated in separate systems.

That is the main difference from a pure HRIS: onboarding and offboarding can cover accounts and laptops as well as paperwork. An applicant tracking system, or ATS, manages job postings, candidates and interviews. Some HRIS products include one, but a dedicated ATS goes further on hiring workflows.

5. Workable: best ATS with job multiposting and AI screening

Workable is a hosted recruiting and HR platform built around an applicant tracking system, with job multiposting, candidate pipelines and AI features. The vendor describes an AI agent that sources passive candidates, screens inbound applicants against job criteria and builds a shortlist, with your team setting the guidelines and making the final decisions.

Payroll and time tracking depend heavily on where your staff work. These two cover payroll and scheduling for specific audiences, so check supported countries before you commit.

7. Gusto: best payroll-first HR software for small US businesses

Gusto is a hosted payroll and HR product aimed at small businesses in the United States. Employers use it to pay employees and contractors, handle payroll taxes and administer benefits from one online account, alongside onboarding and time tracking.

It is a better fit when payroll is the main job and HR is a supporting need. There is no free plan, and Enlisted's entry is brief, so confirm the current product list and plans at gusto.com.

  • Best for: small US employers that want payroll, tax handling and benefits in one account.
  • Watch out for: it is described for US businesses, so it is not a general answer if your staff work elsewhere.

8. Homebase: best free plan for hourly teams that need scheduling and time clocks

Homebase is a hosted app for small businesses that manage hourly employees, combining scheduling, time tracking, payroll, hiring and basic HR. The scheduling tool maps every shift and records availability, and the time clock records hours, breaks and overtime on any device and feeds payroll-ready timesheets.

Lattice is a hosted people-management platform for performance reviews, goals and OKRs, feedback and engagement surveys. Its listed areas include talent reviews, succession planning, one-on-ones, compensation planning and a Grow product for career progression.

  • Watch out for: a minimum annual agreement makes it a poor fit for very small teams, and it does not run payroll or time off.

Best open-source HR software

Open-source HR suites cost nothing to license and let you keep employee data on a server you control. They also move work to you: hosting, backups, upgrades and securing sensitive personal data. Payroll rules are especially country-specific, so test the payroll module against your own requirements before relying on it.

10. OrangeHRM: best long-running open-source HR system for core HR and leave

OrangeHRM is an open-source HR management system built on PHP and MySQL under GPL-3.0 or later. The project describes it as covering the essential functions an enterprise needs from an HR system, and its topics name leave management and a REST API. The repository is the Starter application.

A web installer and guides for Linux and Windows servers are provided, along with a live demo, a help portal and a mobile app. The vendor's own site offers the open-source Starter edition as free software and a paid Advanced edition with a free trial, so check what the free edition omits.

  • Best for: small and midsize companies that want a self-hosted, free HR system focused on core HR and leave.

11. Frappe HR: best open-source HR and payroll suite with paid hosting

Frappe HR is open-source HR and payroll software from the team behind the Frappe framework and ERPNext, released under GPL-3.0. It grew out of ERPNext's HR modules and became a separate product from version 14.

Its README lists more than a dozen modules spanning onboarding and exits, leave and attendance with geolocation check-in, expense claims with multi-level approvals, goals and appraisal cycles, and payroll with salary structures, tax slabs and salary slips, plus a mobile app. Self-hosting is free, and Frappe Cloud hosting is billed per site rather than per user. 12. Horilla: best Django-based HR suite for recruitment through payroll

Horilla is a free, open-source human resource management system built with Python and Django under LGPL-2.1. Its modules cover employee management with LDAP integration, recruitment from job posting to onboarding, attendance with biometric integration, leave with approvals, payroll, performance management, asset management and an HR helpdesk.

Is there free HR software?

Yes, but each free option covers only part of the job:

  • Free HRIS: Zoho People has a free edition for a small team with an employee database and time off.
  • Free hiring tools: Breezy HR has a free plan for one open role, and Zoho Recruit lists a free plan too.
  • Free scheduling and time clocks: Homebase and Sling offer free tiers for hourly teams.
  • Free to self-host: OrangeHRM, Frappe HR and Horilla have no licence fee. Odoo includes an HR app among its modules and lists one app free on its hosted plan, so check whether your chosen app qualifies, and Ever Gauzy is an open business platform with HR, applicant tracking and time tracking.

Free usually means a cap on team size, locations or open jobs, and payroll is the feature most often left out. If payroll matters, check what the free tier includes.
