Best HR Software for Startups in 2026: Onboarding, Payroll Links, Global Hiring and Open-Source Options

HR software for startups: CitoHR, BambooHR, Factorial, Rippling, Gusto, Remote and Frappe HR compared on onboarding, time off, payroll links and global hiring.

By , founder of NQM Studio LTDUpdated 11 min read

The best HR software for startups depends on what the first 10 to 100 hires will need from it. CitoHR is a hosted HR tool that names startups as its audience and has a free plan for a small team, BambooHR and Factorial are broader hosted HR suites, Rippling and Gusto link HR with payroll, and Frappe HR is the open-source option to host yourself.

This guide groups 13 tools by the job a founder usually faces: setting up records and time off, running payroll, hiring abroad, self-hosting and tracking applicants. Prices and GitHub activity appear in the live table and cards, and many vendors sell on quote. Payroll, tax and benefits rules differ by country, so this guide repeats only what vendors state about where their products work. It is not legal or tax advice.

Live data from Enlisted: GitHub stats sync daily; pricing comes from each vendor's pricing page. “Vendor edition” means closed source, with a version the vendor lets you run on your own servers.

How we picked

Each tool either names startups or growing small teams as an audience, or does a core HR job a startup needs: employee records, onboarding, time off, payroll links, hiring or employing people abroad. Enlisted reads the vendor's own pages and pricing model, and for open-source tools it checks the licence, GitHub activity and whether you can self-host. Tools for job seekers, such as resume builders, and lead services for recruiters are left out. For the method, see how Enlisted ranks tools.

What startups need from HR software

Most startups are not buying a full human capital suite. Vendors describe a few separate jobs: a system of record with documents and onboarding, time off and absence tracking, payroll and benefits, hiring, and, for distributed teams, employing people in other countries. One product rarely does all of them well, so decide which job costs you the most time and start there.

For a wider survey of the category, see the best HR software roundup and the HR category. Teams with a small headcount but no startup focus may prefer the guide to HR software for small business. If you also need project tracking for the same team, see project management software for startups.

Best HR software for startups: records, onboarding and time off

These hosted tools start with a people system of record and add workflows around it.

1. CitoHR: best for startups replacing HR spreadsheets

CitoHR is a hosted HR platform for small and midsize businesses and startups that want people operations in one place without a heavy implementation. The site pitches setup in minutes and lists holiday planning, leave and sickness tracking, document management, onboarding, equipment tracking, policies, payroll, recruitment, training, expenses, scheduling, custom forms and reports.

Onboarding includes automated document generation and task assignment, and an AI assistant answers employee questions about policies and leave requests. A free plan covers a small team, and the paid plan is priced per seat.

  • Best for: very early teams that need leave tracking, documents and onboarding without a long setup.
  • Watch out for: the free plan is capped by headcount, and Enlisted records pricing in pounds sterling, so confirm which countries it supports.

2. Zoho People: best free plan if you already use Zoho apps

Zoho People is a hosted human resources information system from Zoho for employee records, leave, attendance and performance. It is designed to connect with other Zoho apps for tasks such as recruiting, payroll or expense handling.

Enlisted lists a free plan and notes that the vendor site could not be read when the entry was written, so check the free edition's limits and the current feature list on Zoho's pricing page.

  • Best for: small teams that want a free starting point and may adopt other Zoho products.
  • Watch out for: free plans have limits, and which modules each paid edition includes should be confirmed with Zoho.

3. BambooHR: best HRIS for startups that want one polished system for people data

BambooHR is a hosted HR platform that keeps employee records, hiring, onboarding, time off and performance reviews in one system. Its site lists hiring and onboarding, HR data and reporting, payroll and time, benefits administration, performance management and compensation as product areas, with custom dashboards, HR benchmarks and an AI layer called Bamboo AI.

Plans are priced per employee per month in three tiers, with volume discounts, and small companies have flat monthly rates for each tier on the pricing page. Enlisted lists no free plan.

  • Best for: startups ready to move records, onboarding and time off out of spreadsheets into a standard HRIS.
  • Watch out for: closed source with no free plan, and payroll and benefits administration depend on the tier and your country.

4. Factorial: best for teams that want HR, time tracking and IT inventory in one suite

Factorial is a hosted HR platform for small and medium-sized businesses that gathers employee data, time and attendance and payroll-related work in one product. Its homepage lists modules for time off, time tracking, shift management, performance, talent acquisition, onboarding and offboarding, payroll management, expenses, a document manager, an employee portal and HR reports, plus device management, IT inventory and SaaS management.

Each plan is tailored to the modules you choose on top of Factorial Core, quoted through sales. The site hints at European coverage but does not list payroll countries.

  • Best for: companies that want people data, time tracking and IT assets handled by one vendor.
  • Watch out for: pricing depends on the modules chosen, and the homepage does not list which countries payroll supports.

5. Humaans: best HR system of record for startups with staff in several countries

Humaans is a commercial HRIS aimed at growing companies, including those with employees in several countries. It acts as the system of record for employee profiles, documents, onboarding and time off, and it connects HR data with finance and planning and with IT management such as access and security.

Further areas include workflow automation, requests and approvals, absence management, timesheets, performance reviews, engagement surveys and people analytics, with an AI Companion for employee questions. Pricing is not published.

  • Best for: scaling startups with international teams that want automation around onboarding and approvals.
  • Watch out for: no published prices, so budget time for a sales conversation.

Best HR software for startups that also need payroll

If you would rather not run payroll through a separate vendor, these combine it with HR or take over some of the burden.

6. Gusto: best payroll-led HR for small US startups

Gusto is a cloud payroll and HR product for small businesses in the United States. Employers use it to pay employees and contractors, handle payroll taxes and administer benefits from a single online account, and services of this type usually add onboarding and time tracking.

Enlisted notes that Gusto's site blocked automated access when the entry was prepared, so confirm the current product list and plans on Gusto's website.

  • Best for: US startups that want payroll, tax handling and benefits first and HR second.
  • Watch out for: it is aimed at US employers, so international hires need another route.

7. Rippling: best when HR, payroll and IT should share one employee record

Rippling is a workforce platform that manages HR, payroll, IT and device management from one employee record, so a hire, role change or departure flows through to payroll, benefits and the apps and devices a person uses. That reaches further than a pure HRIS, since onboarding can cover accounts and laptops as well as paperwork.

No prices are published, and most products are billed per employee per month on a custom quote. Check supported countries and modules on Rippling's site.

  • Best for: startups that want onboarding and offboarding to reach IT as well as HR.
  • Watch out for: custom quotes only, and a wide platform can be more than a ten-person team needs.

8. Justworks: best for US startups that want a PEO to share the compliance load

Justworks is a US professional employer organization, or PEO, for small businesses. Under a PEO arrangement the provider becomes a co-employer for certain legal and administrative purposes, which gives small companies access to group benefits and has payroll, tax filings and HR compliance handled for them.

Customers run payroll, enroll employees in benefits and manage HR records and time off on the company's online platform. Enlisted notes that the vendor site could not be read when the entry was prepared, so confirm services, plans and fees with Justworks.

  • Best for: small US companies without an HR department that want benefits access and compliance support.
  • Watch out for: a PEO is a co-employment arrangement rather than software alone, so understand what changes before you sign.

Best HR software for startups hiring abroad

Employing someone in a country where you have no legal entity usually means using an employer of record, or EOR. The provider is the local legal employer and handles contracts, payroll, taxes and benefits.

9. Remote: best employer of record and global payroll for distributed startups

Remote is an employer-of-record and global HR platform for companies with employees in different countries. Its site lists employer of record, global payroll, contractor of record, contractor management and a PEO, and it has a page for startups described as global HR and payroll solutions for growing companies.

Remote also lists integrations with HR systems such as Workday, Gusto, BambooHR and Personio. It is priced per employee or per contractor by product, with no free plan.

  • Best for: startups hiring their first employees or contractors in countries without a local entity.
  • Watch out for: EOR is priced per employee, so costs rise with every international hire, and the site does not state a country count.

10. Deel: best for paying contractors and employees across borders

Deel is a commercial platform for hiring and paying workers abroad, covering international contractors and employer-of-record employment. It aims to replace a patchwork of local lawyers, payroll vendors and bank transfers with one system.

Enlisted notes that the vendor site could not be read when the entry was written, so confirm the current product range and supported countries on Deel's website. It is priced per worker by product, with no free plan. Other options include G-P and Oyster, which also offer employer-of-record services.

  • Best for: startups with a mix of freelancers and employees abroad.
  • Watch out for: priced per worker and per product, so check the cost of each route before you add people.

Best open-source HR software for startups

Open-source HR tools are free to run on your own server, which suits technical founders who want data control. You take on hosting, backups, upgrades and country-specific payroll setup.

11. Frappe HR: best open-source HR and payroll for the full employee lifecycle

Frappe HR is open-source HR and payroll software, licensed GPL-3.0, from the team behind the Frappe framework and ERPNext. It started as modules inside ERPNext and became a separate product from version 14, with more than 13 modules according to the README.

They span onboarding, promotions, transfers and exit interviews, leave policies, attendance with geolocation check-in, expense claims with multi-level approvals, performance management with goals and appraisal cycles, and payroll with salary structures, income tax slabs and salary slips. A mobile app handles leave requests and check-ins. It is free to self-host, and Frappe Cloud hosting is billed per site rather than per user.

  • Best for: technical teams that want leave, attendance, expenses and payroll in one free system.
  • Watch out for: check that your country's payroll and tax rules are covered, since Enlisted's data does not list supported countries.

12. Horilla: best open-source HR suite with recruitment and attendance

Horilla is a free, open-source HR management system built with Python and Django and licensed LGPL-2.1. Its modules cover employee management with LDAP integration, recruitment from posting to onboarding, attendance with biometric integration, leave management with approvals, payroll with salary processing and tax calculations, performance management, asset management and an HR helpdesk.

It is aimed at small and mid-sized organizations that want staff, leave and payroll in one application.

  • Best for: startups that want recruitment, attendance and payroll in one self-hosted app.
  • Watch out for: no hosted service is listed in Enlisted's data, so you run and update it yourself.

OrangeHRM is a long-running GPL-3.0 option built on PHP and MySQL, focused on core HR and leave, with a REST API, a mobile app and a live demo. Compare the last commit date on each card before you commit to a project.

Best HR software for startups that are hiring

An applicant tracking system handles postings, candidates and interviews before someone becomes an employee, which most HRIS products do only lightly.

13. Breezy HR: best applicant tracker with a free plan for small teams

Breezy HR is a hosted applicant tracking system for small and growing teams where recruiters post jobs, collect applications and move candidates through pipeline stages instead of tracking them in inboxes. Enlisted lists a free plan and notes that the vendor site blocked automated access when the entry was written.

Check current limits, such as open jobs or users, and the feature list on Breezy HR's website.

  • Best for: founders running their first hiring rounds without a recruiter.
  • Watch out for: free plans have limits, and Enlisted could not confirm the current feature set.

Larger hiring programs can look at Greenhouse, an applicant tracking platform with structured interviews whose solutions are grouped for early-stage businesses, or Workable, which lists job multiposting and an AI recruiting agent. ChartHop is a headcount planning and org chart platform that lists startups and growing teams among its use cases, for founders who plan hiring against budget.

What startups should check before buying HR software

Two questions settle most shortlists, and both can be answered from vendor pages.

Where payroll happens, and in which countries. Gusto and Justworks provide payroll for US small businesses, Rippling and Factorial list payroll next to HR, Frappe HR and Horilla include payroll modules you host yourself, and Remote lists global payroll. Some HR tools only prepare data for a payroll provider. Ask which countries the payroll covers and who files taxes. Enlisted's data does not list country coverage for most vendors.

How the bill grows with headcount. BambooHR charges per employee with flat monthly rates for small companies, Factorial quotes by module, CitoHR has a capped free plan then a per-seat plan, Rippling quotes by service, and Remote and Deel charge per employee or contractor by product. Frappe HR is free to self-host, with hosting billed per site. Work out what your bill would be at the headcount you expect in a year, and read the live pricing section at the end of this page. The free payroll software for small business guide covers the payroll side in more detail.

Frequently asked questions

What is the best HR software for startups?
It depends on your first hires. CitoHR names startups as its audience and has a free plan for a small team, BambooHR and Factorial are broader hosted HR suites, and Rippling and Gusto join HR with payroll. If you hire in other countries, Remote and Deel act as employer of record, and Frappe HR is the open-source option to self-host.
Is there free HR software for a startup?
Yes, with limits. CitoHR, Zoho People and Breezy HR list free plans, and Frappe HR, Horilla and OrangeHRM are open source and free to self-host, though you pay for the server and the upkeep. Free plans usually cap headcount or features, so read the current limits on each vendor's pricing page before you rely on one.
Do startups need payroll built into their HR software?
Not necessarily. Gusto and Justworks provide payroll for small US businesses, and Rippling and Factorial list payroll alongside HR. Other tools, such as Personio, prepare data for a payroll provider instead. Payroll and tax rules differ by country, so confirm which countries and filings each vendor supports before you choose.
What HR software works for hiring employees in other countries?
An employer of record such as Remote, Deel or G-P employs people on your behalf in countries where you have no legal entity, and handles local contracts, payroll and taxes. Humaans is an HR system of record aimed at growing companies with employees in several countries. Confirm supported countries and fees with each vendor.
Is there open-source HR software for startups?
Yes. Frappe HR is GPL-3.0 with leave, attendance, expenses, appraisals and payroll modules, Horilla is LGPL-2.1 with recruitment, attendance and payroll, and OrangeHRM is GPL-3.0 and focused on core HR and leave. Self-hosting means you run the server, backups and updates, and you check that payroll rules fit your country.
