Its main selling point is the Atlassian ecosystem: Enlisted's listing describes it as closely connected to Jira, so commits, branches and pull requests can be traced back to the issues they implement.

The differences are in what each tier unlocks. On Bitbucket, the free plan is built for small teams, extra build minutes and Git LFS storage are sold as add-ons, and Premium adds the stricter admin controls. On GitHub, the free plan covers unlimited private repositories and gives a monthly allowance of Actions minutes that is free for public repositories, while Team and Enterprise raise those allowances and add collaboration and security features. How do Bitbucket Pipelines and GitHub Actions compare?

Both are YAML-driven CI/CD services built into the host, so you do not need a separate CI server to get started.

  • Bitbucket Pipelines is an integrated CI/CD service in Bitbucket Cloud. A pipeline lives in bitbucket-pipelines.yml at the repository root and runs commands in containers. Atlassian documents self-hosted runners for Linux, Windows and macOS, and deployment guides for platforms such as AWS, Google Cloud and Kubernetes.
  • GitHub Actions defines workflows in YAML files under .github/workflows. They can start from repository events, manually, on a schedule or through the REST API, and run on GitHub-hosted Ubuntu, Windows and macOS machines or on your own runners. Does Jira work better with Bitbucket or GitHub?

Bitbucket has the tighter link, but GitHub is not locked out. Atlassian's documentation describes a GitHub for Atlassian app that connects GitHub Cloud and GitHub Enterprise Cloud organizations to Jira. Include a Jira work item key in a branch name, commit message or pull request title, and the branches, commits and pull requests show in the work item, along with GitHub workflows and deployments.

How do code review and security controls compare?

Both hosts cover the basics: branches, pull requests and review. The difference is which controls come at which price tier.

On Bitbucket, branch permissions and access control are part of the product, and the Premium plan adds enforced merge checks, IP allowlisting, deployment permissions and required two-step verification for the whole workspace. Atlassian describes Premium as the plan for teams that need granular admin controls, security and auditing.

On GitHub, the Team plan adds repository rules, multiple reviewers, code owners, required reviewers and draft pull requests. The Enterprise plan adds SAML single sign-on, Enterprise Managed Users, SCIM provisioning, environment protection rules and advanced auditing, and GitHub lists FedRAMP and SOC 2 documentation for it. What about AI coding tools?

GitHub bundles Copilot, which it describes as an AI coding agent that can help from picking up an open issue to reviewing and merging a pull request, and which works in editors, the terminal, a desktop app and on GitHub itself. Enlisted lists Copilot with a free plan with limited usage and paid tiers, and it also tracks GitHub's MCP Registry for connecting external tools.

Can you self-host Bitbucket or GitHub?

Yes, but only through each vendor's paid, self-managed edition. Enlisted's catalogue marks both listings as not self-hostable because they describe the cloud products.

  • GitHub Enterprise Server is a self-hosted version of the GitHub platform, distributed as a virtual appliance. GitHub's documentation lists support for Hyper-V, OpenStack KVM and VMware ESXi, plus AWS, Google Cloud and Azure, and notes that third-party modifications to the appliance are not supported.
